  • Random Drug & Alcohol Testing

    All CDL drivers operating commercial motor vehicles (CMVs) (greater than 26,000 GVWR, or transporting more than 16 passengers, including the driver, or placarded hazardous materials) on public roadways must be DOT drug and alcohol tested. This applies to any driver required to possess a CDL, including those employed by Federal, State, and local government agencies, “owner operators,” and equivalently licensed drivers from foreign countries. Part-time drivers must also be included in an employer’s drug and alcohol testing program.

  • Clearinghouse Compliance

    The Federal Motor Carrier Administration (FMCSA) established the Commercial Driver’s license (CDL) Drug and Alcohol Clearinghouse (Clearinghouse). This new database contains information pertaining to violations of the U.S. Department of Transportation (DOT) controlled substances (drug) and alcohol testing program for holders of CDLs. 

    The Clearinghouse rule requires FM CSA-regulated employers, medical review officers (MROs), substance abuse professionals (SAPs), consortia/third party administrators (C/TPAs), and other service agents to report to the Clearinghouse information related to violations of the drug and alcohol regulations in 49 Code of Federal Regulations, Parts 40 and 382 by current and prospective employees. 

    The Clearinghouse final rule requires the following: 

    • Employers must query the Clearinghouse for current and prospective employees’ drug and alcohol violations before permitting those employees to operate a commercial motor vehicle (CMV) on public roads.
    • Employers must annually query the Clearinghouse for each driver they currently employ.

    The Clearinghouse provides FMCSA and employers the necessary tools to identify drivers who are prohibited from operating a CMV based on DOT drug and alcohol program violations and ensure that such drivers receive the required evaluation and treatment before operating a CMV on public roads. Specifically, information maintained in the Clearinghouse enables employers to identify drivers who commit a drug or alcohol program violation while working for one employer, but who fail to subsequently inform anothier employer (as required by current regulations). Records of drug and alcohol program violations will remain in the Clearinghouse for five years, or until the driver has completed the return-to-duty process, whichever is later.

  • Drug-Free Workplace Testing

    The Midwest Service Corporation is an independently operated providing custom drug and alcohol testing in a manner that best suits your needs.When you become a part of the Midwest Service Corporation Drug & Alcohol-Free Workplace Testing Consortium, we will: 

    • Send you complete step-by-step instructions on how to use our drug and/or alcohol-free workplace testing program. 
    • Send you an individualized drug and/or alcohol-free workplace policy developed for your company. 
    • Send you all the appropriate forms to have a legal drug and/or 
    • alcohol-free workplace testing program. Free updates as needed. 
    • Provide for you the proper chain of custody of the samples by qualified personnel. 
    • Provide for you the collection of urine samples by qualified personnel. 
    • Provide for you alcohol testing by a qualified Screening Test Technician and/or a qualified Breath Alcohol Technician. 
    • Provide co!lections at your location if you desire. 
    • Provide for you a quality test of all your samples (confirmation test is free, which protects you on all positive, adulterated or substituted results: other groups may charge an additional fee for this second test). 
    • Provide for you a qualified Medical Review Officer who will review all laboratory drug test results. 
    • Provide and/or assist you with annual record keeping.
  • PSP Reporting

    Pre-Employment Screening Program helps carriers make more informed hiring decisions by providing secure, electronic access to a commercial drivers five-year crash and three-year inspection history from the FMCSA Motor Carrier Management Information System (MCMIS). Records are available for commercial drivers, motor carriers, and companies conducting pre-employment screening for the carrier industry.

  • Illinois Driver MVR Reporting

    Carrier must maintain a motor vehicle record for each driver in their Driver Qualification file. The carrier must request each driver's MVR every 12 months and must keep the record for 3 years. The carrier must review the motor vehicle records of drivers it employs to determine whether that driver meets minimum requirements for safe driving or is disqualified to drive a CMV. Driver's records can be obtained from the State motor vehicle department from which the driver's license is issued.

  • Driver Bail Bond Cards

    This is one of only two such cards recognized by the State of Illinois. Good for any violation of the Illinois Vehicle Code (outside Cook Co.) requiring bond of up to $300.00, including overweight. Only available to members and their drivers. The cost is $17.50 per card per year.

  • Driver Qualification Files
